How to convert a toy electronic car into a remote control girl?

We are undertaking a project. We have a toy car with a motor and a remote control. (from Woolworths) We are converting it into a small girl who will walk along the sea front. We have some sticks and wire and a stuffed head which will turn using another motor. Our car/girl wheels are dragging on the ground and the chassi doesn’t seem to fit with the wheels. Does anyone have an hints for making car-girls? I know you all do it all the time.
