i like the old oil cooled suzukis, bandit 600 gsxr750 ect,
they are easy to work on, and parts are easily available for cheap due to the length of time they have been produced,
as has been stated above, the gs500 is a good bike, mine served me well, the suspension is a bit soft but thats not a bad thing on a commuter,
all the 500cc range is fairly good, gpz500 cb500 ect, they are all parrallel twins, and have more than enough power even with the odd tour,

There is no BEST motorcycle manufacturer.

We all have our personal needs and no one manufacture builds to cater for every persons needs.

Like the best manufacture, there is also no best new rider bike. That very much depends on where and how far you have to travel yet even more important is your budget and ability to look after it your self.

In my area I would suggest a GS500 as a good choice. Yet the reality is, most of us change bikes often so providing what ever you buy is a quality bike you will be moving on anyway.

Any middleweight standard will be perfect for commuting duties. By middleweight I mean 400-800cc's, preferably parallel twin or vtwin.
