As long as you have a signed title and bill of sale you can legally ride it back to Chicago.
unless it’s delivered to you from CA to IL, its gonna be registered and taxed in CA. You’ll have to have insurance, but from the moment you buy the bike, you can ride it back to IL, where you’ll have to transfer the title and registration to IL title/reg.
Might be cheaper and less troublesome if you fly back to IL before buying a bike. Or if you’re looking forward to the cross country ride, then find a place to rent a motorcycle to ride to IL, then buy your bike in IL.
