Yes I have done alot of reseach into it and it is pretty easy and actually possible. Water cars are not quite here yet but here are some pages on both.

for your electric car you have to use electricity instead of liquid or gas fuel.there are so many people tried for their own electric car in trial and error basis.

3. since electric vechieles are less efficent it is necessary that it should be light in weight
